《方案》提出，到2030年，规模以上科技服务业营收达2.6万亿，建设10个科技服务业创新发展集聚区，培育100家综合实力强的科技服务机构，引育1000名高水平技术经理人，基本建成以赋能为特色的创新平台体系和全省科技企业孵化“一张网”，加快形成创新力强、主体强大、优质高效、生态完备的现代化科技服务体系，有效促进科技创新和产业创新深度融合。
